It used to be that tickets out of Japan were a lot more than tickets out of the USA but now it is opposite.
I use kayak.com to find the best of the discount fares (about $1,100 right now for what you want depending on exactly when she flys and how long, etc). If your Mom is real flexible on # of plane changes, etc then you might consider putting in a low bid at priceline.com (say $700) and see what happens.
Or think of some other creative solution. I just paid $225 for my roundtrip to Japan. Impossible you say? I did it by applying for 3 different NWA business credit cards at a cost of $75 each which gave me enough miles (60,000 miles) for a World Perks ticket. All of the airlines are having similar sign-up bonuses (ranging from 15,000 to 25,000 I believe) for getting their signature personal credit cards or business credit cards. You can only get one personal CC, I believe, but you can at least one card for each business that you own.

Contact a travel agent. $700 round trip is probably as good as it will get from Denver.
Don't travel around XMas/New Years, late April/early May, or in August. Those are the 3 big travel periods in Japan.
For cheap reservations it's best to go through a travel agent. You can go through one directly at H.I.S. that should help you get the lowest possible cost. They have Japanese agents that speak English.
